Predictions for HR Technology in 2008

This time of year people are writing about either the "best and worst" of the year, resolutions for the new year or predicting what will occur in the upcoming year. My last blog talked about resolutions, my chair message in the IHRIM annual report highlighted the "IHRIM Top 10 Accomplishments" and not one to focus on the negative, I am going to pass on mentioning the "worst" of the year. Thus, I will move on to predictions for 2008.

Among likely trends are the increased adoption of advanced Web solutions, such as wikis, blogs and social networking, and a focus on making HR technology easier for employees to use.

Harnessing the power of informal employee networks

In any professional setting, networks flourish spontaneously: human nature, including mutual self-interest, leads people to share ideas and work together even when no one requires them to do so. As they connect around shared interests and knowledge, they may build networks that can range in size from fewer than a dozen colleagues and acquaintances to hundreds. Research scientists working in related fields, for example, or investment bankers serving clients in the same industry frequently create informal—and often socially based—networks to collaborate.

Networking Over the Internet: The Emerging World of Peer-to-Peer Commerce

Peer-to-peer embraces the networking capabilities of the Internet. “P2P” (as dubbed by advocates) enables the sharing and direct publication of resources and also allows the unused processing capability of computers to be shared and used more productively. While the peer-to-peer concept has, in fact, been around for decades, it’s grown as the Internet has become part of daily life. The concept first attracted serious attention as the original Napster music-swapping service gained popularity; peer-to-peer garnered more attention with the growth of Skype, a service that provides high-quality voice calls over the Internet.

In this manifesto, Matthew Kelly warns of the high price of turnover. Sure, we all know that losing employees costs money, but lost opportunity is often an incalculable cost. Many pundits and business owners blame employees, thinking they are uncommitted. Update from the Workforce Privacy Network
Covering December 2007

  • The top advisory board to the US federal government on health care privacy has concluded that current laws and rules are woefully inadequate and is recommending passage of new legislation to strengthen and expand protections far beyond those provided by HIPAA.  The 40-page report by the National Committee on Vital and Health Statistics (NCVHS) could become the basis for new national policy following the 2008 election, with profound implications for employers handling medical information in any context.
  • Moody’s Investors Services is preparing to launch a new service providing risk/quality ratings of vendors who process information for financial services firms in 11 areas:  information security policy; organization; information classification; physical security; communications and operations management; access control; application security; incident management; business continuity; data security; and privacy.  According to an interview in the December issue of the IAPP’s Privacy Advisor, Moody’s plans to build on the experience in the financial arena to expand the rating service to vendors serving clients in other industries.
  • Breaches of employee data resumed their normal pace in December, with embarrassing losses by two forms that provide data security advice:  Forrester Research (a laptop stolen from a staff member’s home, affecting an undisclosed number of employees) and Deloitte & Touche (a laptop stolen from a pension advisor, affecting an unknown number of partners, principals and employees).  Other breaches were reported by the New York State Dormitory Authority (back-up tapes missing in transit, affecting 800 employees); the Greenville County (SC) School District (computer hacking, affecting hundreds of employees; DHS is investigating, as a rash of government computers have been hacked in the state); and the US Air Force (a laptop missing from Bolling Air Force Base (WA), affecting 10,500 airmen).
  • The firestorm surrounding the November HMRC data breach affecting 25 million UK citizens continues to grow, with reports of hundreds of past losses by government agencies; new breaches of the data of those applying for passports and drivers licenses; Parliamentary hearings; and mounting pressure for tougher data protection laws and C-level accountability.  Independently of this, the UK Information Commissioner released a Privacy Impact Assessment Handbook, the first by a European regulator, and Pinsent Masons, a prominent legal firm, called into question the data protection practices of Santa Claus.
  • PIPEDA continues under the microscope in Canada, with Industry Canada issuing its own recommendations and requesting public comment by January 18.  This follows reviews and recommendations by a Parliamentary committee and by the Harper government.
  • Dockworkers in Vancouver have forced a delay until mid-February in the Canadian government’s efforts to require updated background checks of those working in the port, while a legal challenge to the new requirement proceeds.  Meanwhile, a federal judge in the US expressed sympathy for the position taken by JPL employees and their attorneys during a trial over new DHS requirements for intensive background checks.
